Government and management expert Allen Catherine Kagina at 2014 Summit

What do you do after you lead the turnaround of your country’s revenue authority? You share your knowledge and experience with others, just as Allen Catherine Kagina is doing.

Serving as commissioner general for more than 20 years, she is credited with a successful process of reorganizing and reforming the Uganda Revenue Authority (URA) in that East African country.

Ms. Kagina is one of 14 featured speakers for Willow Creek Association’s 20th Global Leadership Summit. Olivet is partnering with College Church of the Nazarene to host this premier leadership training event August 14 and 15, at College Church’s North Campus in Bourbonnais.

Boldly taking on corruption, she worked to increase URA’s service orientation. Motivated by her desire to convert Uganda from a borrower to a giver nation, she led reforms that resulted in higher revenue attainment, allowing the government to increasingly fund its national development plan.

In the process, she has received several awards for innovation, including the Corporate Leadership Award from noted industry group Destiny Consult in 2006. Today, the URA is a model public institution for developing countries.

A native of Uganda, she began her career as a psychologist and became one of her country’s premier tax administrators. Ms. Kagina continues to be a sought-after speaker who regularly addresses international forums on the topics of domestic mobilization and resource management.
